You can make tissue paper flowers using tissue paper, floral wire, twist ties, string, ribbon, or a stapler, scissors, and a ruler or measuring tape

  1. Stack and fold tissue paper layers. The larger the flower, the more layers needed to make it look full. Accordion-fold the stack of tissue paper back and forth in 1 to 2 inch increments until you've folded the entire length of tissue paper
  1. Trim the petal shape and secure it. Fold the accordion in half and secure the center of the flower with floral wire, twist ties, string, ribbon, or a stapler

. You can cut the ends of the folded tissue paper to give the petals some detail, such as a rounded shape

  1. Fluff the flower. Pull the petal layers away from the center, one sheet at a time, until all layers have been separated to create a fluffy tissue paper flower
