The clone army was originally ordered by Jedi Master Sifo-Dyas. He foresaw a coming large-scale conflict and, despite the Jedi Council's refusal to authorize it, took it upon himself to commission the creation of the clone army by contacting the Kaminoans directly, pretending to have the backing of the Galactic Senate
. However, the situation was manipulated by the Sith. Darth Sidious (Chancellor Palpatine) and his apprentice Count Dooku (Darth Tyranus) became involved after Sifo-Dyas placed the order. Sidious and Dooku orchestrated Sifo-Dyas's death by hiring the Pyke Syndicate to kill him. After Sifo-Dyas was killed, Dooku assumed his identity to continue the project with the Kaminoans, hiring Jango Fett as the genetic template for the clones and ensuring the clones were implanted with inhibitor chips to later execute Order 66, which commanded the clones to turn against the Jedi
. Thus, while Sifo-Dyas placed the original order, the funding, control, and ultimate purpose of the clone army were taken over by the Sith, specifically Sidious and Dooku, to serve their plan to overthrow the Jedi and the Republic
