USAA insurance is primarily available to military members, veterans, and their families. Specifically, the following groups are eligible for USAA insurance:
- Active-duty military members from all branches including Army, Navy, Air Force, Marine Corps, Coast Guard, and Space Force.
- National Guard and Reserve members who are actively serving or have previously served.
- Veterans who have been honorably discharged.
- Pre-commissioned officers such as ROTC cadets, academy students, warrant officers, or midshipmen.

However, parents, siblings, in-laws, girlfriends, and cousins without legal guardianship are not eligible. Also, eligibility requires that the military member or veteran be a USAA member themselves; for example, grandchildren can only qualify if no generations are skipped in USAA membership.
