The Trade Authority in New Atlantis is located in a district called The Well, which is beneath the main city where poorer citizens live. To reach it, after landing on New Atlantis, you need to head to the spaceport elevator, take it down to The Well, and then go past the Med Bay until you find a small passageway opposite Kay’s House; the Trade Authority shop is there
. Specifically, from the landing pad, you enter New Atlantis through the scanners, follow the path under the "Hotel and Shopping" sign toward Jemison Mercantile, then take the elevator between Jemison Mercantile and Terrabrew Coffee down to The Well. Once there, walk forward and take the second left; the Trade Authority shop will be in front of you
. Additionally, there is a Trade Authority kiosk on the landing pad next to the Ship Technician where you can sell items, but contraband must be sold face-to-face at the Trade Authority shop in The Well
