Black men in the United States were granted the right to vote with the ratification of the 15th Amendment to the U.S. Constitution. This amendment was passed by Congress on February 26, 1869, and ratified on February 3, 1870. The 15th Amendment prohibits denying a citizen the right to vote based on "race, color, or previous condition of servitude," thereby granting African American men the legal right to vote. However, despite this constitutional right, many Southern states implemented measures such as literacy tests, poll taxes, grandfather clauses, and intimidation tactics to disenfranchise Black voters for many decades after 1870. It wasn't until the Voting Rights Act of 1965 that significant federal enforcement was put in place to protect and ensure voting rights for Black Americans in practice.
