The executive power is held by the Cabinet, led by the Prime Minister, who is the head of government and is appointed by the National Diet (Japan's parliament) and formally appointed by the Emperor. The National Diet is bicameral, consisting of the House of Representatives (lower house) and the House of Councilors (upper house), and holds legislative authority. The judiciary is independent, headed by the Supreme Court, which interprets the constitution and exercises judicial review.
