It applies in the immediate area where a terrorist attack has occurred or when intelligence indicates that terrorist action against a specific location or person is imminent. Under FPCON Delta, installation access is limited to mission-essential personnel and others as determined by the commander. This level involves the most stringent security measures and is usually declared as a localized condition, not intended for prolonged duration

- Normal: General global threat, routine security posture.
- Alpha: Increased general threat, unpredictable in nature.
- Bravo: Increased or more predictable threat.
- Charlie: Incident occurred or intelligence indicates likely terrorist action.
- Delta: Imminent or occurred terrorist attack, highest protection level.
