It can also include a mix of lint and toilet paper clumps stuck in the hair in the butt crack area. The term is informal and sometimes used as slang to describe a foolish person as well. The word comes from "dingle," an Old English word for a small valley (analogous to the butt crack), and "berry," referring to the small ball-like shape of the dried matter.
