This means if a complete axle replacement is needed, two rotors are generally purchased in two separate boxes, one for each wheel on that axle. In contrast, brake pads usually come in sets of four in a box, enough for both wheels on an axle, since each wheel requires two pads (one inner and one outer). Therefore, a box of rotors contains 1 rotor. For a full axle set, two boxes would be needed.
