In the 2025 Philippine House of Representatives elections, there are 63 seats reserved for party-list groups. The number of party-list groups that can win seats depends on the distribution of votes and the party-list system rules.
- Each party-list that receives at least 2% of the total votes cast for the party-list system is entitled to one seat.
- Additional seats are granted proportionally for votes beyond 2%, but no party-list can have more than three seats.
- If the 63 seats are not filled by parties meeting the 2% threshold, the remaining seats are allocated to the next highest vote-getters until all seats are filled.
For the 2025 elections, six party-list groups are projected to win multiple seats (up to three seats each), including Akbayan, Duterte Youth, Tingog, 4PS, ACT-CIS, and Ako Bicol. These six parties account for 16 seats. The remaining 47 seats are expected to be distributed among other party-lists, mostly with one seat each, making the total number of party-list groups winning seats around 53 to 54
. Thus, in the 2025 elections, approximately 53 to 54 party-list groups can win seats in the House of Representatives, with the maximum number of seats per party-list capped at three and a total of 63 party-list seats available
